    Abstract: Techniques are described for wireless communication. One method includes receiving, at a medium access control (MAC) entity, protocol data units (PDUs) corresponding to one or more Internet protocol (IP) flows, routing the PDUs from the MAC entity to respective radio link control (RLC) entities based on a logical channel prioritization, and forwarding the PDUs from respective RLC entities to one or more packet data convergence protocol (PDCP) entities mapped to each RLC entity. Another method includes receiving, at a protocol layer entity above an RLC layer of a transmitting device, a PDU, labeling the PDU with a unique PDCP instance identifier packet, and passing the PDU to a protocol layer entity below the PDCP layer of the transmitting device.

    Abstract: Techniques are described herein to dynamically control a number of hybrid automatic repeat requests (HARQ) transmissions based at least in part on flow characteristics of a data flow. Data included in a transport block may be grouped into one or more data flows based on a variety of factors. A set of performance benchmarks may be associated with each data flow. Flow characteristics for each data flow may be measured. A network entity may determine a number of HARQ transmissions to be transmitted during a HARQ procedure based on measured flow characteristics satisfying the performance benchmarks. For example, if a performance benchmark is not satisfied by its associated flow characteristic, the network entity may request additional HARQ transmissions during the HARQ procedure.

    Abstract: Aspects of the present disclosure relate to performing a tune-away from a first radio access technology (RAT) to a second RAT. These techniques include, for example, a method in which one or more radio resources of a user equipment are tuned away from the first RAT (e.g., LTE technology) to the second RAT (e.g., legacy 2G/3G technology and/or Wi-Fi or Bluetooth technology). Based on detecting a need to tune away one or more radio resources, the UE may then determine a tune-away metric for each serving cell based on one or more performance impact factors associated with the serving cell being tuned away. The UE may select one or more of the cells to be tuned away based on the determined tune-away metrics. The UE may then tune one or more radio resources corresponding to the selected at least one cell away from the first RAT to the second RAT.

    Abstract: Session initiation messages may be compressed using templates for evolved data compression scheme (eDCS). One or more session initiation messages may be exchanged between various network entities, such as UEs and base stations, for purposes such as registration, call setup, and call modification, for example. Session initiation messages may include header fields which identify the caller and characteristics of the device receiving the call, and may also contain payload, which describes the audio/video codec characteristics. Many of these contents may be repeated across all user devices of the same vendor attached to the same operator and may be compressed using templates to enhance system efficiency. These templates may be known at the transmitter and receiver, and reduce the data that has to be carried over air.
