In the embodiments of this application, reachability of the sidelink information can be ensured.

In this application, the second terminal sends the feedback information by using a resource contended by the first terminal. Compared with a solution in which the second terminal contends for a resource to send the feedback information, this solution in this application can reduce a possibility of a contention failure of the second terminal, and improve accuracy of data transmission.
