Abstract: A device for transferring micro-components and a method of manufacturing the device are provided. The device includes a substrate, a metal wire, and a plurality of silicon electrodes. The metal wire is formed on a flat surface of the substrate and includes a plurality of electrode driving units. The silicon electrodes are formed on a side of the metal wire opposing to the substrate. Each silicon electrode corresponds to each electrode driving unit and is driven by the electrode driving unit to pick or release each micro-component. According to the present application, the device may electrostatically adsorb a massive amount of micro-components to achieve transferring the massive amount of the micro-components, dramatically improving a transfer efficiency.

Abstract: Embodiments of the present application relate to the technical field of communications, and disclose a method for billing international roaming short messages, an apparatus, an electronic device, and a storage medium. The method includes: obtaining a third-party registration message sent by a serving call session control function S-CSCF, the third-party registration message is configured to carry roaming network information of a user, and the third-party registration message is based on a user registration message generation sent from a proxy call session control function P-CSCF; analyzing the roaming network information from the third-party registration message; and in response to that a short message sent by the user is received, sending the roaming network information of the user to a billing system for the billing system to bill the user according to the roaming network information.

Abstract: The present invention discloses a method for controlling short message terminated flow, including: a process that a SMS message center setting a terminated flow control threshold of a mobile switching center and controlling the terminated flow according to the threshold; the process including a step of the SMS message center dynamically setting the terminated flow control threshold according to the operation blocking level of short message service of the mobile switching center. The present invention also discloses a system for controlling short message terminated flow. With the SMS message center dynamically adjusting the terminated flow control threshold according to the load condition of the short message service of the mobile switching center, the present invention achieves adaptive terminated flow control of the mobile switching center and improves effectiveness of the flow control.
