The crystalline MgO layer includes magnesium oxide crystals caused to emit ultraviolet light with a peak wavelength of between 230 nm and 250 nm by the action of ultraviolet light emitted from xenon in a discharge gas. A phosphor layer emits visible light by being excited by the ultraviolet light emitted from the magnesium oxide layer and the ultraviolet light emitted from the discharge gas.
