Abstract: Disclosed in the present disclosure are a carrier aggregation method and apparatus, and an electronic device. The method is applied to a base station and includes: acquiring basic information of a carrier within a preset period in response to determining that discrete carrier segments present in the carrier; determining a required number of pieces of common information of the carrier segments according to the basic information; and in response to a current number of pieces of common information being inconsistent with the required number, disabling or enabling the common information of at least one of the carrier segments to make the current number of pieces of common information consistent with the required number of pieces of common information.

The method includes: receiving an SR initiated by a user side, and determining a PUSCH resource corresponding to the SR, wherein the PUSCH resource is an air interface resource pre-configured for the SR; determining whether the user side initiates uplink data according to the SR; in response to that the user side initiates the uplink data, processing the uplink data according to the PUSCH resource; in response to that the user side does not initiate the uplink data, releasing the PUSCH resource.

Abstract: Embodiments of the present application relate to the field of communications, and disclose a data offloading method and apparatus, an electronic device and a storage medium. The application data offloading method includes: detecting a performance index representing real-time coupling between a primary carrier component and a secondary carrier component; selecting a data offloading strategy according to a detection result; distributing transmission data carried in the primary carrier component to the secondary carrier component according to the selected data offloading strategy; and sending the primary carrier component and the secondary carrier component to a terminal.

The carrier cell establishment method includes: determining a type of a carrier; when the type of the carrier is an irregular type, fragmenting the carrier to obtain one or more carrier fragments, wherein the irregular type comprises a first type and/or a second type, the bandwidth of the carrier of the first type is continuous and different from a preset standard bandwidth, and the bandwidth of the carrier of the second type is discontinuous; establishing a physical cell according to the one or more carrier fragments; and establishing a carrier cell by configuring a protocol stack corresponding to the physical cell.
