When a first condition that corresponds to the first information and that is used to determine whether the terminal device can access the first cell is not met, the terminal device is allowed to select or reselect a cell on a same frequency as the first cell.

The method includes: determining, according to a first rule or a second rule, a first discontinuous reception (DRX) cycle outside a paging time window of first extended discontinuous reception (eDRX) configured by a core network device, and monitoring paging outside the paging time window of the first eDRX based on the first DRX cycle. The first rule is used to determine a DRX cycle of a terminal device in an idle state inside the paging time window of the first eDRX, and the second rule is used to determine a DRX cycle of a terminal device in an inactive state outside the paging time window of the first eDRX.

Abstract: This application provides a communication method and a related apparatus. The method is applied to a terminal device.
