    Abstract: Methods, systems, and devices for wireless communications are described. A user equipment (UE) may identify a misalignment between system frame numbers (SFNs) associated with multiple serving cells in an asynchronous carrier aggregation configuration. The UE may select an SFN to use as an input for calculating a transmission parameter associated with communicating with one or more of the serving cells. Additionally, the serving cells may identify which SFN the UE selects in order to communicate efficiently with the UE. In some examples, the UE may receive an explicit indication of which SFN to use, and select the SFN accordingly. In other examples, the UE may select which SFN to use based on one or more parameters associated with the serving cells in the asynchronous carrier aggregation configuration.

    Abstract: Wireless communication devices, systems, and methods related to mechanisms to implement improved RAR decoding performance and resource utilization efficiency in a RACH procedure. A PDCCH with common search space encodes a DCI with configuration information that schedules separate PDSCHs for different UEs/UE groups. When sending a RAR message, the PDCCH includes a DCI with a configuration field to signal multiple DMRS resources with corresponding PDSCH. Each sub-field of the configuration field may include one or multiple bits. When one bit per sub-field, the bit is a flag that when asserted leads the UE to blind decode the PDSCH associated with that DMRS resource. When multiple bits, it includes a flag field as well as one or more bits that include least significant bits of a UE identifier (or group identifier). The UE locates its identifier (or group identifier), and limits decoding to that PDSCH with corresponding DMRS resource.

A UE may transmit a random access message that may be associated with a first type of random access response. The base station may be configured to communicate different types of random access responses, and may configure a random access response and an associated downlink control signal to correspond to the first type of random access response. The base station may transmit the downlink control signal to the UE by configuring different demodulation reference signals, different group identifiers, different search spaces or control resource sets, or different downlink control information. The UE may determine that the random access response is of the first type and may receive the random access response based on the decoded downlink control signal.

The UE may configure a bandwidth part (BWP) associated with the SCell connection to operate in a first dormancy state. The UE may receive an indication to configure the SCell BWP to operate in a second dormancy state and may switch the SCell BWP operations to the second dormancy state. The UE ay determine a status of the timer for PHR reporting and may determine whether to transmit a PHR report based on the status of the timer and the indication to switch the BWP operations.

Generally, the described techniques provide for a user equipment (UE) to receive a logical channel configuration indicating whether logical channels at the UE are configured to use an access link, a sidelink, or both. A UE may determine that data is available on one or more logical channels and may transmit a buffer status report and a scheduling request to a base station based on the determination. In response, the base station may transmit an uplink grant to the UE allocating resources for transmitting the available data based on the logical channel configuration. The UE may transmit the available data on the access link, the sidelink, or both, based on the received uplink grant, the logical channels to which the available data applies, and the logical channel configuration.

The selection may be based on input from the UE or without input from the UE. The selection may be a current power savings configuration at the wireless node, a power savings configuration suggest by the UE, or a different power savings configuration determined by the wireless node based on the current and suggested power savings configuration. When a new UE connects to the wireless node, the wireless node may reselect a power savings configuration to use for the sidelinks and provide the reselected power savings configuration to the UEs having a sidelink with the wireless node.
