The lock frame has at least one through hole in which the seating element is inserted and extends therefrom. The cover has at least one settling hole whose position is adapted to correspond to the through hole of the lock frame. After securing the lock frame to the wheel axle, the cover can be easily sleeved on to the wheel axle and have it blocked by settling blocks on the seating element.
