The preparation method includes: first, synthesizing a phosphorus-nitrogen composite flame retardant using di-pentaerythritol, phosphoric acid, and urea in a specific molar ratio as raw materials; then, dispersing the flame retardant powder into a finishing solution, adding dicyandiamide as a catalyst and urea as a promoter, and impregnating, nipping, and baking the cellulose fiber with the flame-retardant finishing solution.
