The method also includes determining a target data center for the resource data packet based on the user identifier associated with the resource data packet. One or more character of the user identifier associated with the resource data packet designates the target data center for the user associated with the user identifier of the resource data packet. The method further includes causing a transmission of the resource data packet to the target data center based on the user identifier associated with the resource data packet.
