    Abstract: Methods, systems, and devices for radio resource management (RRM) measurement and reporting for license assisted access (LAA) cells operating in unlicensed or shared frequency spectrum are described. A user equipment (UE) may receive an RRM measurement configuration including a channel occupancy parameter for measuring neighbor cells of a shared frequency band. The channel occupancy parameter may be used to determine a channel occupancy metric that may be sent to a base station for cell selection. The channel occupancy metric may include an averaged or filtered received signal strength and may be reported for serving cells and/or intra-frequency neighbor cells. A base station may further configure a UE with a discovery reference signals (DRS) measurement timing configuration (DMTC), which may include an extended DMTC search window. The UE may search for DRS transmissions from neighbor cells according to the DMTC.

    Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may select a coverage enhancement (CE) level based on a coverage limitation. The UE may then receive system information from a base station indicating an index of CE levels and corresponding physical random access channel (PRACH) configurations, and the UE may transmit a random access preamble using the PRACH configuration for the selected CE level. For example, the UE may transmit the preamble based on a frequency offset that corresponds to the selected CE level. In some cases, the UE and base station may also associate groups of preambles with downlink (DL) CE levels. The UE may select a preamble from a group corresponding to a desired DL CE level for a random access response message. The base station may determine the DL CE level based on the group the preamble was selected from and respond accordingly.

A base station may utilize dynamic grants to schedule resources within a system. A UE may receive a grant in a first portion of a variable TTI. The UE may determine a duration of the variable TTI based on the grant, and the UE may communicate accordingly. The UE may receive a subsequent grant in the variable TTI—either in the first portion or another portion—and may respond or alter its operation accordingly.

The wireless device may compute one or both of a first signal to interference plus noise ratio (SINR) value for the first subset of the CRS measurements and a second SINR value for the second subset of the CRS measurements. The wireless device may monitor a radio link condition of the wireless device based at least in part on the first SINR value or the second SINR value.

SPS and DRX for the narrowband communication may not accommodate such repetitions, because repetitions for a channel may fall only partially within a DRX ON duration. An apparatus addresses this problem by determining a DRX ON duration, determining a set of subframes carrying a narrowband PDCCH candidate and determining that the DRX ON duration at least partially overlaps with the set of subframes of the narrowband PDCCH. The apparatus then refrains from decoding the first narrowband PDCCH candidate, decodes the first narrowband PDCCH candidate, or extends the DRX ON duration to include the set of subframes entirely and decoding the first narrowband PDCCH candidate carried in the set of subframes in the extended DRX ON duration.
