    Abstract: A wear resistant, diamond enhanced cutting tool for excavating is disclosed. The cutting tool includes a cutting insert having a diamond coated cutting tip brazed to the cutting insert. The cutting tool is formed by brazing the insert to a tool body with a braze alloy by heating the insert and tool body to a temperature at which the braze alloy melts. The insert and tool body are then cooled to solidify the braze alloy and quenched to cause a martensitic transformation. Finally, the diamond enhanced tip is brazed to the insert while the temperature of the tool body is maintained below a temperature at which the tool body would soften. According to this method, the cutting tool is formed without creating a tempered zone of reduced hardness.

The insert is formed of a hard material such as carbide or diamond. A top surface of the insert comprises two top sections which intersect a respective main surface of the insert to define first and second non-linear cutting edge. In one embodiment each cutting edge comprises a plurality of mutually angled segments. In another embodiment each cutting edge is continuously curved. Preferably an axial notch is disposed at a center of the top surface.

    Abstract: A method and system for packet switched radio channel (PRCH) traffic supervision is disclosed. A PRCH supervision function receives a packet report for each data packet transmitted on the PRCH. The PRCH supervision function calculates an estimate of average data traffic for each packet call on the PRCH, an estimate of average data traffic on the PRCH and an estimate of the average packet delay on the PRCH. The calculations may be done for the uplink and downlink of the PRCH separately, or, as values for the combined uplink and downlink of the PRCH. The results of the calculations may then be used to determine if a packet call should be admitted to the PRCH or if a packet call should be expelled from the PRCH.

    Abstract: A method and system of packet switched traffic management in a cellular telecommunications system is provided. The invention comprises a packet switched radio channel (PRCH) manager for each cell of a cellular system and a PRCH controller for each PRCH in the cell. The PRCH manager interacts with and, controls one or more PRCH controllers. The PRCH manager performs the functions of evaluating service requests, handling a PRCH admission queue and managing the active PRCHs of the cell. The PRCH controllers perform the functions of supervising ongoing traffic, controlling admission and controlling traffic congestion for each individual PRCH. The invention allows a system operator to set a maximum tolerable delay for each PRCH and a priority for each packet call. By selectively choosing the maximum tolerable delays and priorities within the system, the system operator can reduce the probability that a PRCH user is subject to unacceptable packet transmission delay.

    Abstract: A method and system for controlling admission to a packet switched radio channel (PRCH) is provided. A PRCH admission control function evaluates admission requests for users requesting admission to a PRCH. The admission requests each contain a priority value and an estimated data traffic for the requesting user. If the estimated data traffic from one or more packet calls currently using the PRCH and having a priority equal to or higher than the priority of the requesting user, plus the estimated data traffic required by the requesting packet call are less than a maximum tolerable traffic level, the packet call is granted admission.
