Data electrodes covered by an insulating layer are formed on a rear substrate. Partitions are located on the insulating layer in parallel with and between data electrodes. Conductive phosphor layers made of a mixture comprising an insulating phosphor material and a conductive material are formed from the surface of the insulating layer to each side of the partitions. The average electric field strength between the fluorescent layer and the electrodes is set to be stronger than that between the electrodes and the electron emission source. Consequently, electron beams can be deflected in predetermined directions, and electron beams that land on the fluorescent layer can be focused to be a predetermined size.
