    Abstract: An ISDN exchanger can reduce processing of layer 3 on layer 2 processing to the utmost, and control call congestion with only the layer 2 processing, practically. The ISDN exchanger for regulating call congestion includes a call processing means for processing a call control data or message in an ISDN system as internal processing and a regulating means provided at the previous stage of the call processing means for judging whether or not the number of receiving calls exceeds a prescribed value, and regulating call set up requests without the internal processing when the number of received call set up requests exceeds the prescribed value.
