The one or more treated carbon regions possess an electrically conductive carbon material having a second carbon content including sp2 carbon and sp3 carbon. The second carbon content includes more sp2 carbon than the first carbon content, and may be pre-arranged and interconnected to produce an electrical circuitry with a pluralities of sensing abilities. The formed smart coating may be preferentially produced on a hard diamond-like carbon coating, such as a low friction and anti-scaling coating.
