    Abstract: A method includes receiving, at a processor, Call Detail Records (CDRs) from a Data Mediation System, in which each CDR includes a called party number (CdPN) associated with a first device, and a Cell Site ID associated with a location of a cell carrying a communication from a second device. Also included are: obtaining, from a first digital table, a first Major Trading Area (MTA) associated with the CdPN; obtaining, from a second digital table, a second MTA associated with the Cell Site ID; and concluding that the first and second devices are communicating in Local Traffic, if the first MTA is the same as the second MTA. The method may also conclude that the first and second devices are communicating in Long Distance Traffic, if the first MTA and second MTA are not the same.
