The device 10 includes a storage compartment member 20 provided with a wheel assembly 30 and hingedly connected to a folding panel arrangement 40 that depicts the upper torso and head of a policeman in uniform. A plurality of signaling units 13 including printed signs 50, a flashing light 52, and an audible alarm member 54 are operatively associated with the storage compartment 20 and the folding panel arrangement 40.
