The active membrane material has a critical surface tension that is below 22 dynes/cm and preferably below 20 dynes/cm while the surface tension of the liquid is at least 22 dynes/cm. The highly volatile substances are released in a controlled manner over a long period of time. The molecular weight of the resin is between 9,000 and 12,000, and its softening point varies from 120.degree. C. up to 400.degree. C.
