Abstract: A locking device that includes an anchor base having a base outer wall and one or more base inner walls, wherein the one or more base inner walls form a base inner cavity. In addition, one or more cleats are provided that extend from the one or more base inner walls. Further, an anchor insert is provided having a first insert outer wall and a second insert outer wall, wherein the anchor insert is shaped to be received within the anchor base to provide securement of one or more sutures to the cleats.
