Access nodes control access to the private network while other types of traffic for the network, including radio and text messaging traffic may also use the private network for a secure communications link between source and destination nodes. Preferably, the communication links are end to end encrypted. As well, preferably, video and data streams from monitored facilities are transmitted to central monitoring offices using the private network.

The officers can provide an estimated arrival time in response to the call back message from their mobile device and arrival time tracking can be performed to show when officers will arrive in response to the request. Contact information in the database is encrypted and can only be decrypted using a decryption key provided to a party external to the database provider.
