The active metals include 0.1 to 0.3 parts by weight of rhodium (Rh) based on the content of the metal, relative to 100 parts by weight of the ?-alumina carrier, and 0.01 to 0.3 parts by weight of platinum (Pt) based on the content of the metal, relative to 100 parts by weight of the ?-alumina carrier. The ?-alumina carrier is modified with a promoter including 1 to 10 parts by weight of cerium (Ce) based on the content of the metal, relative to 100 parts by weight of the ?-alumina carrier.
