The upper end portion includes a tub-like reservoir with side walls and a bottom wall. One or more racks are supported upon the combination of wheeled chassis and tub and above the bottom of the tub so that each rack is sized and shaped to support and suspend a plurality of potted plants above the bottom, yet close enough to the bottom of the tub so that any water that is optionally contained within the tub contacts the supported pots and waters them via wick action. A translucent or transparent canopy fits about the combination of tub and chassis, the canopy can include a support frame with a cover.
