After establishment of a wireless bearer is completed between the mobile station apparatus and the connecting destination base station apparatus, the connecting destination base station apparatus is instructed to start proxy transmission of neighbor advertisement instead of the mobile station apparatus.

    Abstract: When a mobile station 1 transmits a packet to a mobile station 2, the mobile station 1 selects an MAG 1 based on a primer flag of the MAG in a default router list, and transmits the packet to the MAG 1 as a default router. The MAG 1 receives the packet and resolves an LMA by finding that a destination of the packet is not a mobile station associated with the MAG 1 from a location information management table. Then the MAG 1 transfers the packet to the LMA. A transfer unit sets a transfer source as the MAG1 and a transfer destination as the LMA, and transfers the packet by a transfer technique using encapsulation, a transfer technique such as GRE tunneling, or MPLS. The LMA searches the location information management table based on the mobile station 2 as the destination of the packet, acquires an MAG 3 whose primer flag is ON, and then transfers the packet to the MAG 3.

UE10 having received the Router Advertisement message, creates an IP address from the Router Advertisement message, and stores the IP address based on the received PDN ID. UE10 determines an IP address in association with the PDN to be communicated and performs communication. MME 30 establishes a bearer on a first access network based on the attach request. UE 10 requests MME 30 to establish a specific bearer that guarantees the necessary QoS for a flow. MME 30 receives the request for establishment of a specific bearer, establishes a specific bearer that guarantee the QoS for the flow and sets up a path for performing communication of the flow between UE 10 and a PGW 20. This enables the mobile station to select a specific flow among a plurality of flows and be directly handed over to the bearer communication path when the mobile station performs a handover, thus providing a mobile communication system and the like that can realize a handover while maintaining communication quality.
