The radio base station system 100A (100B) determines whether or not cells are acceptable in the BB card based on a ratio between the first-cell-acceptable-number in a case of assigning only the 20 MHz cell to the BB card and the second-cell-acceptable-number in a case of assigning only the 10 MHz cell to the BB card.
