When spirally winding a belt-shaped fabric 14 for covering around the outer periphery of an inner tube rubber 12, and covering the outer side thereof with wire 16 and rubber 18, at least a portion of the fiber forming the belt-shaped fabric 14 is covered with rubber cement 24, whereby weave deviation is not easily generated even when the belt-shaped fabric 14 is spirally wound for covering around the outer periphery of the inner tube rubber 12. In the case where the fiber of the belt-shaped fabric 14 is impregnated with a dip liquid, the dip liquid is not easily exposed to the oxygen in the air, so that it is possible to suppress deterioration of the dip liquid.

Then, the state is changed to a state of isolating and discharging gas in which a part of the held gas is isolated from the remaining amount of the gas to be discharged. Then, the state is changed to the state of holding the remaining amount of gas in the pressing cuff.
