The second control apparatus includes a second transmitting unit that transmits a second control instruction generated based on a captured image received from the image capturing apparatus to the image capturing apparatus. The image capturing apparatus includes an image capturing unit, a third receiving unit that receives the first control instruction and the second control instruction, and a control unit that controls an image capturing process of the image capturing unit based on the first control instruction and the second control instruction. The time taken for communication of the first control instruction is longer than the time taken for communication of the second control instruction.
