Abstract: A video image output apparatus includes a video image data acquisition unit, a motion detection unit, a state determination unit and a video image control unit. The video image data acquisition unit acquires an occupant image obtained by picking up an occupant in a vehicle. The motion detection unit detects a movement of the occupant based on the acquired occupant image. The video image control unit generates a display image such that at least a part of the display image is displayed in a predetermined form when the state determination unit determines that a motion amount of the occupant is equal to or greater to than a reference value, and generates the display image such that the occupant image is displayed only for a predetermined time when the state determination unit determines that the motion amount of the occupant is less than the reference value.
