    Abstract: In this embodiment, a number is allocated to each packet, so that the ordinal number of a byte to be used with respect to the start of a pseudo random number bit string can be determined. The pseudo random number bit string generated by this method is repeatedly reused to some extend to make an operation speed high. A number to be allocated is adjusted, so that a repeating rate can be changed. In this manner, as in OFB, a pseudo random number bit string used in decoding can be completely prevented from being repeated, and security and a speed can be balanced as needed. In addition, since a specific position to be used of the pseudo random number bit string is managed by a number allocated to each packet, a packet loss does not affect decoding.
