When the system is restored after the failure, the fail-safe controller determines whether the target swivel angle is within a straight-ahead range that includes an angle corresponding to a straight-ahead direction of a vehicle. If the fail-safe controller determines that the target swivel angle is within the straight-ahead range, the fail-safe controller deactivates the fail-safe operation to restart the swivel control.

A new deflection angle is calculated and includes setting the new deflection angle to the target angle if the difference angle is equal to or smaller than a given limit angle, and setting the new deflection angle to an angle obtained by adding or subtracting the limit angle to or from the current deflection angle if the difference angle is larger than the given limit angle. Deflection of the irradiation direction of the lamp is controlled based on the deflection angle.

A switch SWY6 clamps the second potential line LN2 to a ground potential, and a switch SWY7 is provided that is capable of cutting off a connection between the second potential line LN2 and the ground potential via the switch SWY6. When the second potential line LN2 is a negative potential, it is possible to cut off the connection to the ground potential by turning the switch SWY7 off. This prevents a current from flowing via a parasitic diode of the switch SWY6.
