Abstract: A tenant management system includes an image processing system that executes storage processing that is processing of storing image data or document data received from outside in a storage service or a database service, a cloud control portion that executes scale-out of the image processing system, and a database that sets and holds control information used for controlling a server that realizes a portion of the data processing system for a tenant for each tenant and, in accordance with the control information, the cloud control portion makes a reservation for the scale-out of the portion of the image processing system for a tenant and executes the scale-out for each tenant.
