    Abstract: A method of manufacturing a water-based silicone type graft copolymer emulsion in which silicone (a macromonomer) having a radical polymerizable functional group and another vinyl monomer are, under presence of a surface active agent having a radical polymerizable functional group, emulsified and dispersed to a particle size of 0.5 .mu.m or less, and the temperature is raised to copolymerize the emulsified and dispersed material. In the macromonomer, a macromonomer with a silicone structural unit repetition number n of less than 20 is contained in a quantity of 5 to 80 wt %.
