    Abstract: A ground device includes a control unit, a storage unit, and a ground transmitting and receiving unit. A ground antenna is connected to the ground transmitting and receiving unit. Train information from an on-board device is received by the ground transmitting and receiving unit via the ground antenna, and is then transmitted to the control unit. Meanwhile, information from the control unit is transmitted to the on-board device via the ground transmitting and receiving unit and the on-board antenna. The control unit accumulates the train information on a train in the storage unit, and also transmits, to the on-board device, command information for a device installed in the train.

Other devices are established as a correction information waiting station at a lowermost level in the hierarchical structure. The train clock station performs a time correction of its own station with time information that is arbitrarily obtained as reference time. The vehicle clock station performs a time correction of its own station based on a message transmitted from the train clock station. The correction information waiting station performs a time correction of its own station based on a message transmitted from the vehicle clock station.

A controlling unit controls a first and a second switches 33a, 33b in such a manner that there is only one location within the train where a power supply 31, 32 is inserted between the pair of transmission lines, and the controlling unit recognizes the configuration of the train based on the voltages that have been measured by the voltage detectors.
