The metal layer and the pair of low index layers can be sandwiched between the silicon layer and the high index layer. In another example, each wire can include a metal layer and a silicon layer. The silicon layer can be thicker than the metal layer. Thus, the silicon layer can be relatively thick, and can be the main polarizing component of the wire.
