    Abstract: A system and method that establishes and maintains pricing for participating vendors and an authorized buyer using a metadata-software application that provides a useful history of purchases and discounts for audit records. The system provides base prices and price discounts based on the average actual sale price of an item or service over a period of time. The terms of the averaging procedure, and the mathematical algorithms utilized to calculate “average” can differ from contract to contract and are defined in a way that buyers perceive as fair, reasonable and transparent, and vendors find acceptable. Using the system will confirm that the price paid for a commercial good or service is market-based, and that terms and conditions of the sale leverage volume-buying power, ensuring the best possible price and the best possible terms for all commercial transactions in today's marketplace.
