    Abstract: A litter mat includes a base, a plurality of tufts, and a perimeter. The base includes a first substrate and a second substrate that is constructed from a non-slip material and is fixedly attached to the first substrate. The plurality of tufts are woven through the first substrate and extend in an angled upwardly direction therefrom. The perimeter of the base and includes an edge portion shaped to fit around a portion of a litter box.
