Abstract: A system and method for offline processing of network transmissions, including: receiving, without access to a communication network, an update to a schedule of transmitting data items over the communication network, where the schedule is determined based on a plurality of urgency levels and where each data item is associated with an urgency level; and transmitting—or preventing transmission of—data items over the communication network based on the received update. Some embodiments may be used for managing data transaction processes in environments where network connectivity may be intermittent or unreliable, where the communication network may have a data transfer rate below a predetermined threshold. Some embodiments may calculate a effectiveness metric for data items—and transmit, prevent transmission, or update the transmission/processing schedule for data items based on the calculated effectiveness metric.
