The diaphragm is rotationally coupled to the base member and includes an opening extending therethrough. The valve flap is rotationally coupled to the diaphragm and covers the opening in the diaphragm. One or more diaphragm springs are positioned between the base member and the diaphragm. One or more valve springs are positioned between the base member and the valve flap. An internal cavity is defined below the diaphragm and above the base member.
