A metallic heat dissipating strip has an upper skin contact surface adjacent to the skin contacting surface of the cartridge. A heating element is positioned below the heat dissipating strip. The heating element has a resistive member with a pair of electrical contacts and a resistance of about 0.5 Ohms to about 20 Ohms. A ceramic insulating member is positioned between the metal heat dissipating strip and the resistive member. An electrical circuit is in electrical communication with the power source and is configured to deliver energy to the resistive member to heat the resistive member of the heating element. The resistive member of the heating element delivers heat to the heat dissipating strip.
