    Abstract: To carry out inter-RAT handover to the strongest neighbor cell, a method, a computer-readable medium, and an apparatus are provided. The apparatus determines a measurement configuration relating to handover from a cell of a source RAT to a cell of one or more target RATs. The apparatus detects trigger events associated with a first cell and a second cell of the one or more target RATs and a serving cell of the source RAT based on the measurement configuration. The apparatus may prioritize the second cell over the first cell in response to the detected trigger events, e.g., based on the received signal strength of the cells. The apparatus may generate a MRM for each of the first cell and the second cell. The MRM for the second cell may be sent to the serving cell before the MRM for the first cell is sent to the serving cell.

The present invention is advantageous in that it allows simple processing steps and a simple processing hardware. It is preferably applied to the mean signal power estimation of a digital signal being sent to a transmitter.

    Abstract: A system and method for detecting and selecting peaks in a delay power profile (DPP) signal. An adaptive threshold is used to determine valid paths in the DPP signal. The adaptive threshold is determined by measuring the signal-to-noise ratio of the DPP signal, and setting the threshold to minimize non-detections and false alarms in path estimation. To determine the signal-to-noise ratio, the system uses an iterative process wherein a raw estimate and an improved estimate are made of the noise.
