Abstract: Provided is a water-in-oil type cosmetic including: an oil agent having a melting point of 20° C. or lower; a silicone gel; a modified silicone surfactant having a hydrophile-lipophile balance value of less than 6; inorganic particles of at least one selected from the group consisting of titanium oxide, iron oxide, and mica; water; and a co-emulsifier, in which the oil agent having a melting point of 20° C. or lower contains 60% by mass or greater of silicone oil, a content of the modified silicone surfactant having a hydrophile-lipophile balance value of less than 6 is greater than 0.1% by mass and less than 1% by mass with respect to a total amount of the water-in-oil type cosmetic, and the inorganic particles of at least one selected from the group consisting of titanium oxide, iron oxide, and mica are contained in an oil phase.
