    Abstract: Aspects herein provide systems, methods, and media for terrestrially controlling whether user devices are allowed to or preventing from accessing and utilizing a non-terrestrial network. Using geofencing and time-based threshold techniques, a terrestrial network component determines and control whether user devices within a geofence should be prevented from accessing and utilizing the non-terrestrial network in order to avoid overloading the capacity of the non-terrestrial network. The terrestrial network component sends an indication and/or error to the non-terrestrial network for delivery to the user device to prevent the access. When the user device receives the indication and/or error from a satellite, for example, the user device that is within the geofence is caused to access and utilize the terrestrial network instead of the non-terrestrial network.

    Abstract: Aspects provided herein provide methods, systems, and a non-transitory computer storage media storing computer-useable instructions for packet data network device handling in a resource constrained network. A resource constrained network may be an extra-terrestrial network with limited bandwidth. This limited bandwidth may cause the typical process of establishing a default data bearer before establishing an IMS bearer unfeasible, as too much bandwidth may be used by the default data bearer. Aspects discussed below provide a mechanism to establish an IMS bearer without establishing a default data bearer. The method begins with determining a public land mobile network (PLMN) associated with a base station which a UE is attempting to connect to. Then, based on a determination that the PLMN associated with the base station does not allow connection with a PDN data bearer, a PDN connectivity request is communicated with an IMS bearer and without a data bearer.

The method includes utilizing a mobility anchor server associated with the visited network to receive a request to activate a data traffic session from a user device, identify the user device as a roaming user device, and select a proxy gateway server from one or more servers associated with the visited network for controlling the data traffic initiated by the roaming user device. The selection of a proxy server is accomplished by querying a DNS server associated with the visited network with a pre-defined roaming APN string associated with the visited network and, in response to the query, receiving an Internet Protocol (IP) address of the proxy gateway server from the DNS server.
