Abstract: A monitoring system (1) for determining compliance with one or more vehicle insurance rules. The system (1) includes an internal camera (30) for capturing an image of a driver and a controller (2). The controller (2) includes a journey detection module (22) for detecting an attempt by an individual or driver to initiate a journey, an accelerometer (28) for detecting driver behaviour and/or for detecting an eccentric event such as a collision. The controller (2) may also include or be connected to one or more external cameras (31, 32, 33) and/or other sensors to gather data relevant to driver behaviour. The system (1) is configured to capture an image using the internal camera (30) on or after detection of an attempt to initiate a journey. The system (1) compares the captured image with a database of biometric data using a photo recognition algorithm to determine whether it corresponds to the biometric data of an authorised individual.
