Abstract: The specification hereof sets forth a vehicle tool rack and locking means for the tools comprising two supporting arms or rack elements bolted to a bumper of a vehicle. The two supporting arms, or rack elements, respectively create a bumper guard effect and are provided with openings and brackets for receiving a jack, shovel, and ax. The jack, shovel, and ax are received within the brackets and openings, and are secured and locked thereto by means of a chain or other locking means which circumscribe a portion of the tools.
