    Abstract: An efficient, cost-saving system and method of designing, installing, testing, and monitoring a secondary containment system for new and existing Above Ground Storage Tanks (ASTs) that is comprised of a protective steel membrane for the floor of the tank, including the floor-to-wall juncture, and the lower portion of the tank shell such that the steel membrane creates one or more interstitial zones between the steel membrane and the tank shell. The steel membrane may be installed zone by zone such that the secondary containment system can encapsulate existing tank features by molding itself around the existing contours, such as repair plates, corners, sumps, etc. Furthermore, a unique testing method using a simple electronic device is provided for on-site testing of the integrity of the weld seams that may be efficiently used after each zone is installed without requiring that the entire tank be evacuated during the construction of other zones.

An exemplary method comprises receiving a first film frame having a first frame rate and a second film frame having the first frame rate and converting the first film frame into a first plurality of video frames having a second frame rate. The exemplary method further comprises converting the second film frame into a second plurality of video frames having the second frame rate, wherein the first plurality of video frames is positioned adjacent the second plurality of video frames at a border between the first plurality of video frames and the second plurality of video frames and updating a noise reduction correction signal only on the border between the first plurality of video frames and the second plurality of video frames when operating in a first mode.

    Abstract: A combined de-interlacing and frame doubling system ( 114, 114? and 114?) advantageously serves to de-interlace successive lines of Present Field Video data at twice the field rate to yield an output bit stream suitable for display on display device that utilizes progressive scanning. The de-interlacing and frame doubling system in accordance with present principles includes a frame memory mechanism (116, 116? and 116?) for storing at least one frame of interlaced video having a prescribed field rate. At least one de-interlacing circuit (11401, 1140?1, 1140?) pulls at least two fields of video data from the memory mechanism at a rate of at least twice the field rate for performing a full de-interlacing function in half of a field period to generate the a progressive, frame doubled signal for receipt at the display device.
