A setting piston is positioned within a piston chamber defined by the lower sub and the mandrel, and a mandrel plugging device is positioned within the mandrel. The mandrel plugging device plugs the interior and transitions between occluding setting ports defined in the mandrel and exposed the setting ports to facilitate fluid communication between the interior and the piston chamber.
