A paper filter for filtering waste liquid flow is operably positioned between the first and the second porous bag elements, and a fastening rope or strap for securing the disposable biodegradable bag to a chute of a cement dispenser or other cement dispensing mechanism is secured to the disposable and biodegradable bag.
