The small cell gateway is configured to receive access information for the restricted small cell. The small cell gateway is configured to select a small cell among the plurality of small cells for serving the first mobile station in response to a handover request from a macro base station associated with the macro cell. The small cell gateway does not select the restricted small cell if the first mobile station is not included in the access information.
