Abstract: An inter-frame prediction coding method is disclosed, which comprises: an encoder determines an encoding mode and performs encoding by comparing the obtained template matching motion vector and motion vector prediction value of the current block; a decoder receives the bitstream from the encoder, and determines a decoding mode and performs decoding by comparing the obtained template matching motion vector and motion vector prediction value of the current block. Inter-frame prediction encoding device and decoding device are also disclosed. With the method and device of the embodiments of the present invention, code rate can be saved during inter-frame prediction.
