A resilient seal is located at a first end of the sleeve and a frangible wall is located at a second end of the sleeve. The plunger is slidably received within the sleeve with the resilient seal interacting between the sleeve and the plunger. A severable member coacts between the base and the plunger for spacing a plunger projection from the frangible wall.
