    Abstract: A smart street lighting system and method employs a plurality of street lights having a luminaire, a luminaire associate and a support pole. A communications module is contained within the luminaire associates and a power line is contained within the support poles. The power line is coupled to the communications module, the luminaire associate and the luminaire, and a steerable millimeter wave radar operatively coupled to the communications module. The communications module operates in a radio frequency network in a frequency range of 57-64 GHz. The steerable millimeter wave radar provides a signal reflected from a target that may be received by one of the luminaire associates within the system. A powerline communications system interfaces with the radio frequency network to provide communications between the communications modules in the street lights and the PLC system.

The measurement system includes a monitoring mechanism that includes light emitter modules capable of emitting light at at least two wavelengths. The light emitted from the light emitter modules is transmitted through a subject and to a light receiving mechanism, such as an optical sensor. Physiological data is taken from the received light. The system also can ascertain movement of the subject by obtaining an initial outline of the subject and comparing that outline with a subsequently obtained outline. A therapeutic optic system includes a non-adhering light emitting mechanism for providing light at therapeutic wavelengths.

    Abstract: A scale free communication network in a power network is provided. The scale free communication network comprises a plurality of distribution devices communicatively coupled to each other in a power network that include a protection device and a controller coupled to each of the plurality of distribution devices in the power network. The controller identifies a plurality of isolated distribution devices. The controller further restores the plurality of isolated distribution devices in the power network by automatically activating the tie-switch in the power network. The controller also computes reliability indicators for each of the restored distribution device in the power network. Furthermore, the controller identifies critical distribution devices in the power network based on the computed reliability indicators and establishes a scale free communications network within the power network based on the identified critical distribution devices.

    Abstract: The present invention is directed to a system that enables the simultaneous remote monitoring of a plurality of infants' skin temperatures. The system comprises an electronic circuit that combines the functions of sensoring and multiple-channel transmitting, a pre-deployment temperature bath for calibration of the temperature sensor(s), and a receiving and reporting station for centralized monitoring the infants' skin temperatures. The present invention is further directed to a temperature sensor that measures the temperature and transmits the data in multiple channels to a remote receiver. In one embodiment, the temperature sensor comprises a ring oscillator, having a plurality of odd number of inverters, and the ring oscillator is capable of utilizing less than all of the inverters in the ring to modulate the frequency of the signal. In another embodiment, the temperature sensor comprises one inverter and a plurality of delay elements and sensor transmits phase shifted signals to modulate the signals.

A plurality of vias are formed in the dielectric layer to expose selected portions of each of the at least one processor.
